I tested by taking these steps:

1. Go to Cataloging, click "New Record (Books framework)"
2. Launch Z39.50 search, find a book to import.
3. Save imported record.
4. Check database for duplicate biblio.

If that's the correct procedure then I can't reproduce the problem with
Internet Explorer 8 on Windows 7.
