[edit] Description

the available vats will be a syspref (5.5%, 19.6% in france for example).
each supplier will have a default vat value, but for each order line the
librarian will be able to choose the vat to apply.
all prices & totals will be displayed VATs excluded and VATs included where
applicable in basket & parcel management
on parcel management, it will be possible to modify the applied VAT rate
