The section of INSTALL.ubuntu "Step 2.3 Test your SAX Parser and correct where
necessary" is incomplete.  While the person who is installing can find the
utility that tells you that you are using the wrong parser, it does not provide
enough information to fix what is wrong.

Need additional information gleaned from
"http://lists.katipo.co.nz/public/koha/2008-November/015948.html" plus some
experimentation.

Suggest adding:

"Move the entire section for '[XML::LibXML::SAX::Parser]' to the bottom of the
ParserDetails.ini file."
