Both fields are populated by NewSubscription by the same data. On
RenewSubscription the system updates the subscription start_date but leaves the
historical start date. Noticed on a site running a few patches not yet pushed
to head that the problem does not appear to manifest. Will try and see if one
of those fixes the inconsistency problem.
