245 $c not displaying in Normal View (neither in OPAC nor on the Staff side) at
the head of a record display even though $c is set to Show (i.e. hide = 0 in
the subfield structure).

It is customary practice to show the Title / Statement of Responsibility at the
head of each displayed record even in Normal View (Normal View is labeled in a
variety of ways in different catalogs).
