The problem here is that C4::Acounts::chargelostitems is not called when items
are edited through the addbiblio.pl interface. Following a discussion on IRC,
it sounds like the solution is to add a wrapper around C4::Items::ModItem which
handles all business logic calls (like C4::Accounts::chargelostitems).
