I strongly don't like the idea of a syspref for this kind of changes ! It means
every library that will want a small change in terminology (like patron vs
member vs borrower) will get a syspref. I think this kind of feature should be
a local change.
And it can be achieved with the translation tool : create a en_library.pl file,
"translate" shopping cart to what you want, generate en_library language, and
activate it (and unactivate "english")
