I had filed this bug in hope some native speaker has a letter in use that we
could add as example. The only claim letter I see in master is for
acquisitions, not for serials:

('claimacquisition','ACQCLAIM','Acquisition Claim','Item Not
Received','<<aqbooksellers.name>>\r\n<<aqbooksellers.address1>>\r\n<<aqbooksellers.address2>>\r\n<<aqbooksellers.address3>>\r\n<<aqbooksellers.address4>>\r\n<<aqbooksellers.phone>>\r\n\r\nOrdernumber
<<aqorders.ordernumber>> (<<aqorders.title>>) (<<aqorders.quantity>> ordered)
($<<aqorders.listprice>> each) has not been received.'),

I think it's ok to have the letters in the mandatory folder because some
letters require to be added with a specific code, like 'HOLD' or 'HOLD_PRINT'.
Having the functionality working from the beginning with a letter to change is
not only convenient but saves a lot of trouble and reading documentation.
