I dont share Pauls aversion to system preferences, I think the configurability
of Koha is it's strength not a weakness. So not adding a system preference
doesn't add any weight to the argument for me.

I see no harm in pushing this patch, but if Ian sees a QA problem with it, I
would reconsider.
