I see 2 ways do achieve this in current master/3.4.x:

1) At receive you can enter the actual price for each order line, which
reflects the price actually paid for the book. 
Note: At the moment there is a bug, that this price it not correctly taken into
account for the 'Spent' values of the budget (bug 4831) 

2) You can also edit order lines by following those steps:
- search for the title in acquisitions
- follow link to basket
- if order is in a basket group: change group to 'no groups'
- if order is closed: reopen basket
- edit order lines
