Revised patch

It's probably enough to test that this results in a
installer/data/mysql/nb-NO/marcflavour/normarc/Obligatorisk/normarc.sql that
loads OK into the database. Unless someone feels like checking against the
NORMARC standard that it actually makes sense? ;-)
