Bug 6458: Incorrect translation processing / cataloguing/...

Patch removes template directives from within HTML tags from
  - cataloging > new record
  - cataloging
  - UNIMARC plugin for 4XX

There is one problem remaining in the UNIMARC plugin:

    [% frameworkcodeloo.frameworktext %]
</option>
