Chris,

There is an override renewals limits preference (AllowRenewalLimitOverride),
but it's specifically associated with the limit on number of renewals - not the
fact that the patron is expired.  

Basically, what I think is being asked for here is if a patron is expired their
account acts as if it's restricted and renewals, holds, checkouts are all
blocked until the card is renewed by a librarian.  This block should happen in
both the OPAC and the staff client - otherwise, why have an expiration date?

Make sense?
