proposed patch follow-up

This follow-up must be applied after the other patch. Both are rebased against
today MASTER.
Tested, the only glitch is 
no query in themelanguage at /home/paul/koha.dev/koha-community//C4/Output.pm
line 146.
display when launching the command
that can't be avoided because the script is not a CGI one, so no cookie/no
themelanguage
