thank you for opening a bug about this :)

There is already a page on the wiki where we have started to collect
information about ILL protocols and core functionality:
http://wiki.koha-community.org/wiki/Inter_Library_Loan

I suggest putting your ideas and plans in an RFC on the wiki too. This way
other libraries interested in that feature can see what's being planned. It can
also help to get ideas and create discussion about how how this can fit into
Koha in a good and flexible way. 

There is also another open source project related to ILL that might be
interesting: http://www.fulfillment-ill.org/about.php
