I think different tags is the way to go. 

ACQCLAIM can not display item information when you are using AcqCreateItem =
receive or AcqCreateItem = in cataloging. All it has and can display is biblio
level information from a list of biblionumbers.

I think the main difference is how the information is build. From a list of
itemnumbers (ODUE) or from a list of biblionumbers (ACQCLAIM).
First should be <item>, second should be <somethingelse>.
When you have an itemnumber, you can also pull in information from the levels
above (biblioitems, biblio).
