Adding the syspref takes this form: 

INSERT INTO `systempreferences` VALUES ('OpacStarRatings','0',NULL,NULL,NULL)

It would be more robust if it were:

INSERT INTO `systempreferences` (variable,value,explanation,options,type)
VALUES ('OpacStarRatings','0',NULL,NULL,NULL)

Based on the recent comments from Liz, Robin and myself I'm marking this as
failed QA.
