[Signed Off] Bug 2629 - Diacritics not being ignored when searching

/etc/zebradb/etc/word-phrase-utf.chr
added Cc miniscule and Cc circumflex; added Kk acute accent.

- imported marc record from the bug with the offending diacritic
- reindexed
- searched for the title - result found! Yay!
