WARNING. It means you want to develop inside Koha a .po file online
translation tool. This is a huge task which is already delegated to a
dedicated, powerfull and stable webapp, Pootle:

Please, take into account the above information, and submit another
enhancement bug for just improving the way an existing language is
activated via Koha web interface.
