I don't think this should be controlled by a system preference.  The MARC21
definition for 856 includes subfield q, Electronic format type.
(http://www.loc.gov/marc/bibliographic/bd856.html)  If this is set to 'img',
'jpg', 'jpeg', 'png' or any other image type, the link should be displayed as
an image, otherwise as a hyperlink.

I can work up a script to automatically add 856$q to a group of biblios, in
support of this (since I assume most of your imported records would not have
the subfield, given it's obscurity).  Doing it this way puts the granularity of
this option at the biblio level, rather than the system level.
