In order for these columns to be tested properly we need a test system that has
sent out multiple rounds of overdue notices. The 'overdue status' column,
judging from the template, should show whether the user has gotten the first
second or third notices, and the 'notified by' column should show by what means
they were contacted (phone, letter, etc).
