I think there's something wrong : 
<!-- TMPL_IF NAME="fast_cataloging" --> (line 304 of circulation.tmpl) 
is never set, so the link never appears. I think the line 305 : 
            <!-- TMPL_IF NAME="CAN_user_editcatalogue_fast_cataloging" -->
is enough : show the link if the librarian has the permission
