long list of tags

On the opac detail display (with and without XSLT on) the tags show as a
bulleted list.  This isn't how it always was and if you have a title with a lot
of tags (or show a lot of tags on the detail page) it can be way too long. 
This should be a comma separated list to save space or a multi-column bulleted
list if the bullets are necessary.
