If you have only catalogue and acquisitions permissions you do not see the
budgets for other branches even if the fund doesn't have a restriction on it. 
Only super librarians can see the funds that do not have restrictions.

To me no restriction means that everyone with acq permissions should be able to
see and order from the budget.
