Missed add this file misc/bin/zebraqueue_daemon.pl in the second patch

I missed add this file misc/bin/zebraqueue_daemon.pl.

To test it, after apply the patches, replace zebraqueue_daemon.pl (of xxx-dev
folder) with the included in misc/bin/ . zebra queue daemon must be stop/start
to take effect (And if changes in sysprefs was made, restart queue daemon too).
