I would like there to be a way for users with circulation-level privileges to
modify shelving location. In a public library setting, a shelving location can
change frequently. For instance, putting a book on display for a month. It
would be very useful to be able to go to transfers, set the new shelving
location, and scan a stack of books to set the new location.
