needs to be called to add the lengthunit


Testing shows that fines handling needs to be rethought to deal with production
size databases. In fact for hourly loans its probably more paractical to
recalculate as required.

We need to maintain branch opening and closing times as well. If fining on an
hourly basis closed times need to be taken into account much as closed days
are.
It should be possible with a bit of refactoring to have a more consistent
approach to closed days/times
