This patch works exactly as advertised, and itself passes QA.

Unfortunately, if the ReturnToShelvingCart system preference is turned on, the
displayed shelving location is always CART, which is likely not the information
the circulation staff needs.

IMHO, this is a problem with ReturnToShelvingCart's implementation, not with
this patch.  Any follow up patch to either fix the ReturnToShelvingCart system
(links to other such bugs being added to this report), or somehow reconcile
with it, would be appreciated.
