Hourly loans as currently being tested at Staffordshire University is in my
branch rolling_loans at git://github.com/colinsc/koha.git Needs some work still
on the admin interface. (Staffs loan to 10::00 am if previous day is closed
needs to be an option). Uses the same db changes as Chris' work and an extra
column in issuing-rules to specify loan length units as days/hours
