Steps to recreate:

Add a circ rule for any library other than default, click add
search for a patron from the check out box at the top of the screen (still ok
at this point)
Search the catalog from circulation.pl -> the set library changed to the
library I just added a circ rule to.

The change is persistent, and affects circulation processes.

This happened with Superlibrarian privileges.
