patron record with no card number

This is for 3.03 so not sure if it's fixed in 3.2 by now.

If I try to add a patron that may be a duplicate, it warns me that I may have a
duplicate record, which is obviously normal. However, I can then delete the
required card number and hit save. See attached screenshot of saved patron
record with no card number. Of course, if I then hit edit and try to save
without a card number, it will complain.
