When adding a new news item, the "Display Location" dropdown shows all
installed languages, not just the ones that are enabled. Would it make more
sense to just show the languages that are enabled? Or is it possible to imagine
a situation where a library is working on a new language - it's installed but
not enabled yet, and they might want to add some news items before it's
enabled?
