Make the "Item Location" selectbox appears correctly in inventory.pl

In the page /koha/tools/inventory.pl :
If the default MARC framework ("") is the only one available, the "Item
Location" doesn't appear on this page.

Patch attached that adds the default framework ("") to the frameworks list so
the authorised value for items.locations can be found when we only have the
default MARC framework.
