When testing database updates you will have to edit kohaversion.pl to have the
right next number and edit updatedatabase.pl from XXX to the right number.

It's common practice to have an XXX in the updatedatabase so the RM can fill in
the correct number. kohaversion.pl should not be included in a patch, but you
have to edit it either way to make the update to your database happen.
