Testing.

1. All of the previously created notices now appear as blank when trying to
edit them.  
2. Can not switch between branches - once you switch to one - you can not
switch back to another
3. When clicking on the edit button the notice is completely blank.
4. After editing and placing information into the ISSUESLIP - If I click edit -
then the notice is blank
5. Notices are in the database.

6. when testing the printing of the notices - they all appear blank and do not
work.


I did use git bz to apply the patch on 3.6
