Since this patch changes the MARC data, and that's in violation of UNIMARC
rules, I'm marking this as Failed QA.

I think my solution of adding an additional index field to ISBN that normalizes
it would be the most robust; it would work with keyword index, and not alter
the data in any way.  It would just provide more access points.  The new .chr
file could be reused on any numeric field we need to normalize.
