I think that we want it to be "OR"  because in our case we have OpacHiddenItems
set to
itype: [07, 10]
location: [STAFF, ISO]

meaning that if itype ='07' OR  itype='10' OR location='STAFF' OR
location='ISO'  then we want it hidden
