I have fixed the selection option in the smart-rules.tt file to only allow for
accepted values.  It will also select correctly based on what you currently
have.  

As for the .po files I'm not sure how to correct that on my branch.  

With the sysprefs I would like the original devel to chime in and let us know
what he was planning or if it is even finished.  

Let me know what to do with the .po files and I'll try and correct whatever the
issue is.
