QA comment :

Same thing as Bug 6996, except there is a trailing commented line that does not
need to be here:
+#$formatted=Encode::decode_utf8($formatted) unless utf8::is_utf8($formatted);
+#seems not to be necessary

Will provide an updated fix without thit comment and mark passed QA
