If we set it to NULL we must decide who gets to see it, because this messes up
with the whole permission system.

superlibrarian = can see it, always sees all

Syspref settings:

only my own - strict, was default before this patch. Who inherits the NULL
baskets? Can I suddenly see what I was not allowed to see before?

only my branch - less strict, but again - how do we determine to with branch
this basket belongs to?

all - no problem
