There is a patch provided, I update to "needs signoff"
However, I must point that I can't reproduce the behaviour in french anymore.
There used to be a problem on this specific page (member-home.pl) a few weeks
ago, it's now fixed. I didn't reported the problem, because I thought it could
be my translation that was broken.

However, I just saw today that, if the list of categorycodes contains a
diacritic, then the New button get them double encoded (see attachment)
