What separate permissions should there be? I think the reason for wrapping the
overdues report in a reports permission was to prevent people from running a
resource-intensive script. If we add a circulation reports permission, do we
need two "levels" of circ report permission?

- run standard circ reports (like hold queue)
- run heavy circ reports (overdues)
