I'm afraid I don't have the time to look properly at this now, but does it
reintroduce the situation where e.g.:

- english, swedish and norwegian are all *installed*
- english and swedish is *activated* for the opac
- i visit with my browser preference set to norwegian and i'm shown the
norwegian templates, even if they are not activated

If this behaviour is re-introduced i'm giving it a "thumbs down" - we should
only show templates that are activated.
