Bug 6940 - Add reports library and schema to reports online help

- Adds link to full online manual reports section to reports-home.pl online (in
app) help.
- Adds link to full online manual for custom reports to guided_reports.pl
online (in app) help.
- Adds links to schema and sql report library wiki page to guided_reports.pl
online (in app) help.

All links are located at the bottom of the help file/page/window thinger.

To test:
Verify that the links appear in the onlin help for reports-home.pl and
guided_reports.pl
