I've moved this back to Needs Signoff because I've confirmed that Next/Previous
don't work across the boundary in 3.6.4 as running on
http://catalog-test.nexpresslibrary.org/ - so that is a different bug and I
think it's less severe than crashing out on the first result of later pages.

I've also confirmed that Next/Previous works for me within the first and second
results pages.  I've discovered an entertaining bug which I will report now.
