I'm reopening this report, in it's boarder context of removing XML::Simple,
rather than the specific context of a YAML config file.  Obsoleting patch.

XML::Simple is notoriously slow; if we've got to process any XML, we should be
doing it with the most efficient and speedy parser we can get.
