QA comments:
1- those patches are related to online help only, I think it's acceptable to
have online help not completely translated
2- they fix some online help files and add new ones, (for new features, like
picture uploading)
3- they update links from 3.6 to 3.8, which is needed
4- they shouldn't be applied after string freeze

Because of 1 and 3 I pass QA those patches and will push them now

 - You use "branch" sometimes. if i'm not wrong we now use only "library"
