Okay, there is a new preference for that that I did not know about - on upgrade
it should not be set to OFF since before upgrading it was just a feature you
had access to. Also you shouldn't be able to choose routing list as a
notification when setting up a serial if you have the preference set to OFF -
makes it very confusing to people who have been using the system for ages.
