Is this really a duplicate, I dont think so, bug 8000 is a switch that makes
ALL notices go to the library admin address, regardless of where they are
supposed to go. That wouldn't be useful for just testing a new notice. 
More for your staging server, or testing before go live etc.

This one is to send a one off test notice right?
