The system preference AutoCreatesAuthorities states that "BiblioAddsAuthorities
ust be set to 'allow' for this to have any effect".   For libraries that wish
to autogenerate authorities when cataloging via z3950import this is not
possible at all.  If biblioaddsauthorities is set to 'don't allow' in order to
allow the z3950 cataloging to be successful, then authorities are not
autogenerated.
